Shanganagh Castle Estate, located in Shankill, Co Dublin, was developed by the Land Development Agency (LDA) in partnership with Dún Laoghaire-Rathdown County Council (DLR). This project is the first of about 20 housing initiatives planned by the LDA on State-owned land and follows the completion of over 1,000 homes through collaborations with other builders.
The estate includes 597 homes, offering a mix of affordable purchase, cost-rental, and social housing options.
The homes will be rolled out in phases. The first phase consists of 51 affordable-purchase houses, 195 cost-rental apartments, and 35 social apartments. Prospective buyers can apply for the 51 houses starting on October 9th, and the application process for the 195 cost-rental apartments will open later this year.
Among the 51 affordable-purchase homes, there are 21 two-bed and 30 three-bed houses. The 195 cost-rental apartments comprise 19 studios, 40 one-beds, 107 two-beds, and 29 three-bed units. Additionally, the social housing includes 18 one-bed, eight two-bed, seven three-bed, and two four-bed homes.
The remaining 316 apartments will be released in two further phases, expected in 2025.
Thanks to Government support through equity contributions, prices for the affordable-purchase homes will start at €334,600, while rents for cost-rental apartments will begin at €1,250.
The affordable homes are available under the Local Authority Affordable Purchase Scheme, which helps eligible buyers cover the difference between the purchase price and their available funds and mortgage. This scheme, run by the LDA and DLR, involves a shared equity agreement, allowing DLR to retain an equity share in the property until it is repaid or sold.

Applications for the affordable homes will open online from 12pm on Wednesday, October 9th.
Taoiseach Simon Harris expressed satisfaction with the project’s progress, noting the new facilities and community development.
“As Taoiseach, housing is my top priority. The delivery of affordable housing on State land, such as this, shows what we can accomplish. This development is ideally located and meets high construction and environmental standards. I commend the LDA and DLR for their work and look forward to meeting the future residents of Shanganagh Castle Estate.”
Minister for Housing Darragh O’Brien praised the speed of the project, saying, “It’s incredible to see how much has been accomplished in such a short time. This is the first affordable housing project directly delivered by the LDA on State-owned land, with many more to follow.”
